India's Union Minister of State for Home Nityanand Rai and Kurenkov Aleksandr Vyacheslavovich, Russia’s Minister for Civil Defence, Emergencies, and the Elimination of Consequences of Natural Disasters (EMERCOM), signed a significant agreement in Moscow. This agreement, known as the Working Plan of the Joint Russian-Indian Commission on Cooperation in the Field of Emergency Management for 2025-26, marks a renewed commitment to disaster management collaboration between the two countries.
The agreement outlines plans for implementing disaster management strategies during 2025-2026 and emphasizes the continuation of sharing best practices and lessons learned. The focus areas of the agreement include utilizing space-monitoring technologies for risk forecasting and emergency response, exchanging experiences related to large-scale disasters, and enhancing the training of fire and rescue specialists.
The meeting in Moscow also addressed previous agreements between India and Russia, such as the Inter-Governmental Agreement (IGA) for Emergency Management signed in December 2010 and the establishment of the Indo-Russian Joint Commission for Cooperation in 2013. The first commission meeting took place in New Delhi in 2016.
During the recent meeting, both delegations discussed three specific issues:
1. Use of space-monitoring technologies: For forecasting risks and improving emergency response.
2. Exchange of disaster response experiences: Sharing knowledge from handling large-scale disasters.
3. Training cooperation: Enhancing the skills of fire and rescue specialists.
The Indian and Russian teams expressed their intent to deepen collaboration in emergency management, including disaster monitoring, forecasting, and specialist training. The next commission meeting is scheduled to be held in India in 2026. This plan aims to boost bilateral efforts in upgrading early warning systems and capacity building for emergency preparedness, prevention, response, and planning.
Vinay Kumar, India’s Ambassador to Russia, and Sanjeev Kumar Jindal, Additional Secretary at the Ministry of Home Affairs, were also present at the meeting.
