Chandrababu Naidu Proposes New Policy Allowing Only Families with More Than Two Children to Contest Local Elections
Andhra Pradesh Chief Minister N. Chandrababu Naidu has stirred debate with his proposal that only individuals with more than two children be allowed to contest local body elections.
Speaking at his ancestral village of Naravaripalle near Tirupati during the Sankranti celebrations, Naidu outlined his vision to counter declining fertility rates in the state.
Naidu’s comments come months after the state government repealed a three-decade-old law that barred individuals with more than two children from contesting municipal and panchayat elections.
This policy reversal reflects a shift in strategy, as Naidu advocates for larger families to address potential demographic challenges.
Incentives for Larger Families
Naidu emphasized the importance of encouraging families to have more children, proposing additional subsidies for families with more than two children.
The government is reportedly working on plans to provide larger rice subsidies to these families. Currently, each family member receives 5 kilograms of subsidized rice, with a total allocation of 25 kilograms per family.
Policy Shift and Nationwide Debate
This proposed policy shift has sparked a broader discussion on family planning and demographic sustainability. Naidu cited examples from countries like Japan, South Korea, and several European nations, where low fertility rates have led to aging populations and economic challenges.
"These nations are now inviting Indian workers to fill the gaps in their workforce," he said. Naidu warned that India could face similar challenges in the future if its population policies remain unchanged.
Naidu added, "In the past, we had laws that barred individuals with more than two children from contesting elections. Now, I propose that only those with more than two children be allowed to run for local office. This policy aims to create awareness about demographic sustainability and encourage families to contribute to the nation’s workforce."
South Indian Fertility Rates and National Context
South Indian states, including Andhra Pradesh, have achieved replacement-level fertility rates, with an average Total Fertility Rate (TFR) of 1.73—well below the national average of 2.1.
In contrast, northern states like Uttar Pradesh, Madhya Pradesh, Bihar, Rajasthan, and Jharkhand have higher fertility rates of 2.4. Naidu expressed concern that the current focus on family planning could lead to long-term challenges.
"India is on the path to becoming a developed nation, but without a sufficient young workforce, this progress could stall," he cautioned.
Support from Tamil Nadu CM M.K. Stalin
The proposal also received support from Tamil Nadu Chief Minister M.K. Stalin, who echoed Naidu’s call for larger families to address aging population concerns.
