Telecom Operators Urge Government to Curb Internet Shutdowns, Highlighting Disruptions
Telecom operators have appealed to the government to discourage state-initiated internet shutdowns, citing significant disruptions to essential services like digital payments, online education, and critical transactions. According to a report by *The Economic Times*, these shutdowns have increasingly impacted citizens' daily lives and hindered digital progress. ###
**Scale of Internet Shutdowns**
In a letter addressed to the **Department of Telecommunications (DoT)**, the **Cellular Operators Association of India (COAI)** reported that over **3,711 hours (equivalent to 154 days)** of internet shutdowns have occurred across 11 telecom circles since April 2024. COAI represents major private telecom players, including **Reliance Jio, Bharti Airtel, and Vodafone Idea**.
“State governments frequently impose internet shutdowns under the 2017 rules for public emergencies or safety, depriving the public of essential telecommunication services,” COAI stated in the letter to DoT Secretary **Neeraj Mittal**. ###
**Impact on Essential Services**
Telecom operators highlighted that nearly **90% of essential services** rely on uninterrupted internet connectivity, including sectors like transportation, e-commerce, navigation, food delivery, pharmaceuticals, digital payments, and online education. Shutdowns disrupt these critical functions, with **online banking and education** being particularly affected.
“One of the most significant fallouts is the inability of people to complete online banking transactions or participate in online education, causing widespread inconvenience,” the COAI stated. ###
**Call for Alternative Solutions**
The industry suggested exploring alternatives to address law-and-order concerns rather than resorting to complete shutdowns. They emphasized the importance of maintaining uninterrupted internet services for essential activities, such as conducting examinations and facilitating public services.
In regions like **Manipur**, where the Northeast alone recorded over **1,458 hours (60+ days)** of internet shutdowns, COAI acknowledged that temporary suspensions may sometimes be necessary. However, they pointed out that prolonged shutdowns in districts like **Imphal West, Bishnupur, and Churachandpur**, which lasted nearly 23 days, exceeded acceptable limits.
Under the **2024 Temporary Suspension of Telecommunication Services Rules**, the duration of such suspensions is now capped at **15 days**. COAI urged state authorities to adhere to these regulations.
### **Impact on Digital Growth**
Telecom operators warned that repeated internet shutdowns not only disrupt essential services but also undermine India's progress in digital transformation. They urged the government to balance security needs with the continuity of services and promote alternative measures to address public safety concerns.
“With the increasing dependence on digital platforms for daily life and governance, authorities must consider practical alternatives rather than resorting to blanket shutdowns,” COAI concluded, emphasizing the need to ensure uninterrupted internet services to support India's growing digital economy.
