On Waqf (Amendment) Bill, 2024, ASI reveals its stance before Joint Parliamentary Committee
In a recent session of the Joint Parliamentary Committee (JPC) reviewing the Waqf (Amendment) Bill, 2024, the Archaeological Survey of India (ASI) emphasized the bill's necessity. The meeting, which took place on Friday, was marked by intense discussions as opposition parties continued their objections. Senior ASI officials provided a detailed presentation, highlighting conflicts with Waqf Board claims over historically significant properties.
Shiv Sena (Shinde group) leader Naresh Mhaske, a member of the JPC, asserted that the Waqf Board Amendment Bill aims to address the misuse of Waqf properties, which are allegedly not used for their intended charitable purposes. Mhaske criticized the opposition for its blanket opposition, suggesting that their focus on resistance rather than constructive dialogue has overshadowed the bill's intent.
The bill is under scrutiny due to concerns that Waqf authorities have made unfounded claims over protected monuments, disrupting ASI's conservation efforts. ASI's presentation revealed issues with Waqf authorities restricting access and altering monument structures, causing administrative and management challenges.
The JPC meeting saw heated debates, particularly regarding the management of historical sites. Officials from the Ministry of Culture, which oversees ASI, faced criticism from opposition members for alleged misinformation about Waqf boards' powers. Congress leader Naseer Hussain and All India Majlis-e-Ittehadul Muslimeen leader Asaduddin Owaisi questioned the ASI's stance, highlighting the need for a balanced approach to preserving heritage while respecting private property rights.
The discussion highlighted the complex interplay between heritage preservation and Waqf property management, with the bill potentially impacting the legal status of many historical sites. The JPC's deliberations are expected to continue, with further scrutiny of the bill's implications for both heritage conservation and Waqf management.
