Assam Chief Minister Himanta Biswa Sarma has announced that new Aadhaar card applicants in the state will now need to provide their National Register of Citizens (NRC) application receipt number. This decision aims to prevent illegal immigrants from obtaining Aadhaar cards. During a press conference, Sarma expressed concerns over the number of Aadhaar applications, which exceed Assam's population, indicating potential fraudulent activity. In at least four districts, Aadhaar holders surpass the expected population, which the Chief Minister finds alarming.
Sarma emphasized that the new rule is designed to stop illegal immigrants from getting Aadhaar cards. He also noted significant irregularities in districts like Dhubri, where more Aadhaar cards than the population were issued, suggesting some may have been obtained fraudulently. A formal notification is expected within 10 days, and from October 1, stricter rules will apply for adult applicants in most districts, except for tea garden areas.
The requirement to submit an NRC receipt will not apply to the 9.55 lakh individuals whose biometrics were locked during the NRC process—they will receive their Aadhaar cards without extra conditions. Sarma also reaffirmed the state's efforts to identify illegal immigrants, revealing that several Bangladeshi nationals had been detained in the last two months and handed over to authorities.
