HSRP: Why High Security Registration Plates Are Essential and What Are Chhattisgarh Govt’s Directives
Raipur, Chhattisgarh: The Chhattisgarh government has made it mandatory for all vehicles registered before April 2019 to install High Security Registration Plates (HSRP). The state has given vehicle owners a 3-month window to comply with this order. Failure to install HSRPs within this period will result in penalties. The installation of these high-security plates is aimed at enhancing vehicle identification and ensuring greater security.
HSRP Mandatory for All Vehicles
According to D. Ravishankar, Additional Transport Commissioner of Chhattisgarh, the state’s Transport Department has issued detailed guidelines based on Supreme Court orders and directives from the Road Transport and Highways Ministry. All vehicles registered before April 1, 2019, in Chhattisgarh must now have the High Security Registration Plates installed. The Supreme Court had earlier directed the implementation of HSRPs across the country to ensure better monitoring and control over vehicles.
"Under the Supreme Court’s instructions and guidelines from the Ministry of Road Transport and Highways (MoRTH), the Chhattisgarh Transport Department has notified that all vehicles registered before April 2019 must install High Security Registration Plates. The state government has given vehicle owners 120 days to comply with this order," said Ravishankar. For the installation process, two companies—M/s Real Megazon India Limited and Rosmerta Safety Systems Limited—have been authorized through a tender process to handle the installation of HSRPs in Chhattisgarh.
Key Features of High Security Registration Plates
D. Ravishankar further explained the significant features of the High Security Registration Plate:
Unique Code: Each HSRP contains a unique code, which includes all essential vehicle-related information, such as the vehicle number and owner details. This code enhances the security of the vehicle by ensuring proper identification.
Non-removable Plate: The HSRP cannot be removed or tampered with. The plates are installed using a special mechanism that prevents them from being detached, making it impossible to use duplicate plates. This feature is crucial for preventing vehicle theft and illegal activities.
Windshield Plate: In addition to the regular number plates, vehicles will also have a third plate affixed to the windshield. This plate contains the same vehicle-related information and is used for easy identification by security agencies.

Ravishankar informed that the state has been divided into two regions, and each company will be responsible for installing HSRPs at 14 RTOs in each region.
