Gujarat legislature passes landmark bill, to curb black magic practices, human sacrifice
On Wednesday, the Gujarat Assembly unanimously passed a landmark bill aimed at tackling black magic and other harmful practices, including human sacrifice. Tabled by Minister of State for Home Harsh Sanghavi, the “Gujarat Prevention and Eradication of Human Sacrifice and Other Inhuman, Evil, and Aghori Practices and Black Magic Bill, 2024” marks a significant step in addressing these issues.
The bill received broad support from the main Opposition Congress and will now be submitted to the Governor for final approval. This legislative action follows earlier assurances by the BJP-led government to the Gujarat High Court regarding steps to combat black magic and 'aghori' practices in response to public interest litigation seeking action against fraudulent godmen and charlatans.
Minister Sanghavi highlighted recent cases of human sacrifice, exploitation by so-called exorcists, and attacks on individuals accused of witchcraft. These incidents underscore the urgent need for stringent legal measures to combat such practices and protect vulnerable individuals from exploitation.
Under the new bill, the performance or promotion of human sacrifice, black magic, and related inhuman practices will be strictly prohibited. Offenders will face imprisonment ranging from six months to seven years and fines between ₹5,000 and ₹50,000. The bill designates these offenses as cognizable and non-bailable, to be adjudicated by a Judicial Magistrate First Class.
Additionally, the state government will appoint a vigilance officer, of the rank of police inspector or higher, to oversee enforcement and ensure compliance with the new regulations. The bill bans a range of activities, including the torture of individuals under the guise of exorcism, fraudulent miracles, and the use of black magic for personal gain or creating panic.
This bill represents a crucial move towards eradicating harmful practices and ensuring justice and safety for the people of Gujarat.
