Former minister and BJP MLA Rajesh Munat has raised significant concerns regarding the Memorandum of Understanding (MoU) signed by Raipur Mayor Ejaz Dhebar with Russia for introducing a metro train service. Munat has claimed that the invitation for the transportation development meeting in Moscow, which Mayor Dhebar attended, was extended by Moscow’s Deputy Mayor, not the Russian government. He asserts that this visit was a personal one and fully funded by Mayor Dhebar himself.

Munat argues that the state government did not approve this trip, and Dhebar was not representing the government, making the visit unofficial. He contends that an MoU with a foreign country can only be signed with prior approval from the central government’s cabinet committee. Therefore, if Mayor Dhebar has signed any MoU, it holds no legal validity in India as it was done during a personal visit without official representation.

Mayor Dhebar, currently in Moscow, had reported that he signed an MoU for a light metro train in Raipur during a transport summit. Munat has criticized this MoU, highlighting that no details regarding funding, technology transfer, or the roles of the state and central governments were provided. Munat suggests that the MoU lacks concrete planning, including preliminary surveys and implementation strategies.

He further pointed out that municipal elections are upcoming, suggesting that Mayor Dhebar might be using this MoU to project an image of progress. Munat’s detailed critique underscores that the purported MoU is not a legitimate governmental agreement but rather a personal endeavor.
