Film City to Be Built in Mana Toota of Raipur: Boost for Local and External Filmmakers

A major development in Chhattisgarh’s tourism and film industry is on the horizon, with the announcement of a new Film City in Maanatoota, located in Nava Raipur. The state government has secured a substantial financial boost from the central government, with an approval of nearly ₹148 crore for two significant tourism projects. Among them, the construction of Chitrotpala Film City in Raipur has been allocated ₹95.79 crore.

Film City and Convention Center to Boost Tourism

The Chitrotpala Film City will span approximately 90 acres in Maanatoota, and is expected to benefit both local and external filmmakers, directors, and artists. Additionally, a Tribal and Cultural Convention Center, costing ₹51.57 crore, will also be constructed in the area, strengthening the region's cultural and tourism appeal.

Speaking about the development, Vivek Acharya, Managing Director of the Tourism Department, mentioned that the film city would be a major hub for film production, pre-production, and post-production work. "The Film City will feature a variety of sets, including both temporary and permanent ones, designed to simulate villages, cities, schools, hospitals, and even places like food courts and restaurants. There will also be specialized sets for indoor shooting, such as artificial lakes, mountains, and galleries," he said. Additionally, facilities for pre-production and post-production will be established, including spaces for a Toy Museum and Slow World for children.

Local Artists Share Mixed Reactions

Local artists in Chhattisgarh have expressed a mix of excitement and concern regarding the Film City. Ravi Sahu, a local artist, commented, “While this Film City will bring new opportunities, it could also lead to exploitation. Outsiders coming here to make films may not always prioritize local talent.” He acknowledged that while external filmmakers would create opportunities for work, the benefits for local artists might be limited.

Pushpendra Singh, a film producer and director of Chhattisgarhi films, also weighed in, saying, “While the Film City will benefit everyone in the industry, the high rental costs may make it difficult for local producers and directors, who often work on smaller budgets, to fully capitalize on it. The biggest beneficiaries will be the artists and workers involved in production, rather than the producers and directors.”

However, Vivek Acharya assured that the Film City would offer training institutes for local talent to better prepare them for the industry, and that it would also provide opportunities for artists to learn new skills. The Film City will include hotels and convention halls, built on a Public-Private Partnership (PPP) model, making it a key site for both business and entertainment activities.

A Hub for Film Production and Tourism

The Film City is set to transform Chhattisgarh’s image as a film production hub. Acharya highlighted that once operational, the state will no longer need to rely on external locations for post-production, as this will be handled locally. "This will be a place where people can witness firsthand how movies are made, from shooting action scenes to adding special effects," he explained. Additionally, the Film City will attract external filmmakers and directors who wish to shoot their films in the state, further boosting Chhattisgarh’s visibility in the Indian film industry.

The central government’s financial backing for these tourism projects is expected to bring long-term benefits not only to the film industry but to the entire state, enhancing Chhattisgarh's position as a major tourist and cultural destination.
