Delhi High Court Denies Anticipatory Bail to Former IAS Officer in UPSC Fraud Case


The Delhi High Court on Monday rejected the anticipatory bail plea filed by former probationary IAS officer Puja Khedkar, who is accused of "misrepresenting and falsifying facts" in her application for the Union Public Service Commission (UPSC) Civil Services Examination (CSE) 2022.
Justice Chandra Dhari Singh dismissed Khedkar's plea, stating that prima facie, a strong case had been established against her. The Court also vacated the interim protection from arrest granted to Khedkar in August, stating that her actions appeared to be part of a larger conspiracy to manipulate the system.
The Court noted that Khedkar's actions were not only an attempt to defraud the constitutional body but also impacted society at large. It observed that she had exploited the benefits meant for disadvantaged groups by submitting forged documents and manipulating the system.
The Court emphasized that granting anticipatory bail would likely hinder the ongoing investigation. Khedkar had argued that she would cooperate with the investigation and that her custody was unnecessary, as the evidence in the case was primarily documentary.
However, the Delhi Police countered this, stating that custodial interrogation was essential to uncover the involvement of other individuals in the scheme.
The UPSC, which had filed the complaint against Khedkar, described her as the "mastermind" of the fraudulent activities, claiming that her successful manipulation of the system was indicative of her influence and power.
The UPSC had canceled her candidature on July 31, 2023, and permanently debarred her from future examinations, finding her guilty of violating the Civil Services Examination-2022 rules.
