Chhattisgarh's IT-Based Financial Reforms Earn National Recognition and ₹250 Crore Incentive

Under the leadership of Chief Minister Vishnu Deo Sai, the Chhattisgarh government has achieved a significant milestone by implementing an IT-based financial management system aimed at enhancing transparency and efficiency in administrative functions.
This initiative has garnered praise from the central government, which has awarded the state ₹250 crore as a capital expenditure (CAPEX) incentive for its digital reforms.
Chhattisgarh has adopted the "Just-In-Time" (JIT) model and the SNA-SPARSH system for financial management of centrally sponsored schemes. These systems streamline fund flow, tracking, and disbursement processes, ensuring efficient utilization and real-time expenditure reporting.
The state has integrated central funds through RBI’s e-Kuber network and state funds via the Financial Management and Information System (FMIS), ensuring timely utilization of resources. The reforms also incorporate a smart payment algorithm that triggers real-time payments based on predefined rules.
This has significantly improved outcomes in the Public Financial Management System (PFMS). Additionally, the creation of digital platforms and portals has expedited the delivery of government schemes to citizens, ensuring greater transparency. Chief Minister Vishnu Deo Sai emphasized that technology-driven reforms and good governance are the cornerstones of Chhattisgarh's economic growth.
He stated, "This achievement not only reflects administrative efficiency but also underscores our government's commitment to transparent and accountable governance. Our efforts will not only strengthen Chhattisgarh technologically but also serve as an inspiration for other states."
The state's adoption of the JIT model for efficient cash and fund management has also aligned with the Digital India and Direct Benefit Transfer (DBT) initiatives at the national level. This strategy focuses on integrating state and central funds, optimizing resource utilization, and ensuring real-time reporting of expenditures.
The central government has acknowledged Chhattisgarh’s innovative approach by providing an initial ₹250 crore incentive, with an additional ₹250 crore expected. These funds will be utilized to bolster infrastructure projects and enhance the state's ecosystem.
This reform reflects Chhattisgarh's commitment to improving public financial management and leveraging technology to achieve rapid economic development. The government’s initiatives, including strategic pillars outlined in the 2024-25 budget, have further established the state as a leader in financial and administrative innovation.
