Chhattisgarh High Court Expresses Concern Over Poor Toilet Facilities in Government Schools

Chhattisgarh High Court has expressed deep displeasure over the dismal condition of toilets in government schools across the state. A bench comprising Chief Justice Ramesh Sinha and Justice Ravindra Kumar Agrawal directed the Education Secretary to submit an affidavit on the matter by February 10.
The court termed it “highly unfortunate” that despite receiving a substantial budget, basic facilities in schools remain inadequate. The bench criticized the Education Department, stating that the lack of basic amenities in government schools despite receiving crores in funding highlights severe negligence.
The court has instructed the Education Secretary to provide detailed information and present a roadmap to address the issue.
Alarming Statistics
According to media reports, around 150 government schools in Bilaspur district lack toilets altogether, while over 200 schools have toilets that are in such poor condition that they are unusable.
In many schools, male and female teachers share common toilets, causing significant discomfort to female staff and students. The absence of proper toilet facilities has led to female teachers avoiding water for extended periods to manage the inconvenience, resulting in health issues like urinary infections.
Similarly, girl students face significant challenges due to the lack of functional toilets. In some schools, teachers and students are forced to use nearby household toilets by paying ₹200 per month along with cleaning expenses.
Health and Safety Concerns
The unavailability of toilets forces many students to relieve themselves in open fields, exposing them to health risks from unhygienic conditions and infections. In schools located along main roads, girl students often have to use open areas under the supervision of female teachers, raising concerns about privacy and safety.
The High Court’s intervention comes as a wake-up call for the authorities to address these pressing issues. The court has emphasized the urgency of ensuring basic hygiene facilities in schools to protect the dignity, health, and well-being of students and staff.
